Lettre ouverte d’universitaires britanniques: les peines sévères infligées aux militants anti-fracturation créent un dangereux précédent

 

[Cette lettre s'intitulait à l'origine "Lettre ouverte d'universitaires de l'Université de Sussex : les peines sévères infligées aux militants anti-fracturation créent un dangereux précédent". Bien que les signataires d’autres organisations aient toujours été les bienvenus, compte tenu de l’énorme soutien, nous l’avons officiellement ouvert aux universitaires de tout le pays qui souhaitent exprimer leur préoccupation.]

Nous, les soussignés, écrivons pour exprimer notre inquiétude croissante face au rétrécissement du délai imparti aux communautés et aux défenseurs de l’environnement pour s’engager dans une opposition civile aux développements de la fracturation au Royaume-Uni.

Cette semaine, trois militants non-violents s’opposant à la fracturation ont été condamnés à une peine de prison de 15 à 16 mois simplement pour avoir «causé une nuisance publique» et pour ne pas avoir exprimé de regret. C’est la première fois depuis 1932 que des défenseurs de l’environnement sont emprisonnés pour de si longues durées pour avoir organisé une manifestation au Royaume-Uni. C’est également la première fois que des militants sont emprisonnés pour des actions anti-fracturation.

Les entreprises de fracturation gagnent récemment de plus en plus d’actions civiles visant à empêcher les manifestations, la portée de celles-ci est de plus en plus restreinte et constitue une menace pour les droits fondamentaux à la liberté d’expression et de réunion.

La fracturation est controversée au Royaume-Uni. Selon les enquêtes gouvernementales menées en 2017, seulement 16% des personnes soutiennent le développement de la fracturation. Compte tenu des graves conséquences environnementales de la fracturation hydraulique et des préoccupations grandissantes concernant le changement climatique, cela n’est pas surprenant.

La décision crée un précédent inquiétant, limitant les possibilités de manifestations publiques qui ont toujours été efficaces pour instituer les changements juridiques et politiques qui défendent notre environnement pour les générations futures. Nous avons besoin de plus, pas de moins, d’espace d’action pour lutter contre les pratiques industrielles non durables qui nuisent à nos communautés et perpétuent notre dépendance aux combustibles fossiles.

Nous nous joignons aux demandes de révision judiciaire de cette peine absurdement sévère, ainsi qu’à une enquête sur l’espace en déclin pour la protestation de la société civile qu’elle représente.
